FOR ANIMAL TRANSFORMS, I USUALLY BLANKET IT LIKE THIS. If it includes partial transforms, you only change a particular part like claws or teeth, the stronger it will be. If he is a full bird dragon, he might be able to run quick or have some heightened senses, they won't nearly be as strong as if he just enhanced his eyes or something.

If it's JUST the full transform, the physical upgrades are fine as is as long as they aren't like super-op.
