Shadow teleport. Step into a shadow here, step out of a shadow somewhere else.
The starting/ending shadows must be large enough for him to fit his whole body inside its edges. Anything he is holding comes with him, including up to one other person. (Which means if someone is holding on to him he can't just run into a shadow to get away from them, they'll get teleported with him.)
Teleportation is limited to places he's been to before. If the desired destination doesn't have any shadows of appropriate size, he'll pop out of the nearest one. Or I'll RNG a destination. Any other distance/destination limitations also apply (i.e. no teleporting off the boat).
For theming, the process of teleporting feels like plunging through cold seawater. No actual water involved, but it's not a fun sensation.
