When he touches water, it becomes poison. The concentration depends on how much water there is. If it's a small contained vial, it could certainly cause organs to rot and shut down. If it's a large pool, it could maybe cause a light rash. Anger is likely to fuel the concentration further, and can make it difficult to control.
